In reply to Ms PRATT (Frome) ((23 June 2022).). (Estimates Committee B)
The Hon. N.D. CHAMPION (Taylor—Minister for Trade and Investment, Minister for Housing and Urban Development, Minister for Planning): I have been advised:
1. The Statutes Amendment (Local Government Review) Act 2021 stipulates that all councils must adopt capital value for rating purposes by the 2024-2025 rating year. The remaining six councils that are yet to transition from site value rating are:
District Council of Ceduna
District Council of Kimba
City of Port Lincoln
District Council of Streaky Bay
District Council of Tumby Bay
City of Whyalla
2. The Office of the Valuer-General (OVG) and the service provider, Land Services SA (LSSA), have commenced planning for this transition.
Initial contact between OVG and councils has already occurred, and LSSA are undertaking further engagement. That engagement will focus on priority components namely, vacant land, rating categories and occupancies. Throughout the course of the planning and implementation phases, support will be tailored to each council and accelerated in the lead-up to each council's transition date.
Early availability of standard reporting will be delivered to enable engagement on specific matters that may emerge. Engagement will also continue between LSSA and OVG throughout this transition. The Valuer-General has delegated resources from her office to undertake audit and regulatory oversight of this process, in ensuring values are appropriate and the transition is smooth.
