Workforce Strategy
Flying Start Workforce Grants will support the establishment of workforce attraction initiatives in regional rural and hard-to-staff areas.
Flying Start Professional Network Grants will support early childhood professionals, allied health and community services professionals, to connect and collaborate on improving early childhood education and care outcomes.
Qualify SA Scholarship program provides financial support to South Australian residents commencing or already enrolled in an eligible birth to five early childhood qualification.

Infrastructure
Flying Start Infrastructure Grants Program invests in additional capacity for preschool through co-investment into infrastructure projects to expand existing facilities or new builds offering preschool integrated with long day care. No beneficiaries/recipients have been awarded for the period. Stage 2—detailed application of the grant process is currently underway with round 1 grants anticipated to be awarded by the end of 2025.
Integrated hubs will offer a preschool program of up to 30 hours a week for three-year-olds and four-year olds, bringing together preschool with other health, wellbeing an education offerings. Infrastructure grants will support the establishment of integrated hubs infrastructure requirements.

three-year-old preschool funding program
For three-year-old preschool the funding will be based on enrolments, along with a mix of set contributions and budget allocations as per the Policy and Funding Guide published on 22 May 2025.
