SHARED SERVICES

The Hon. K.O. FOLEY (Port Adelaide—Deputy Premier, Treasurer, Minister for Industry and Trade, Minister for Federal/State Relations): The former Minister for Finance the Hon. Michael Wright MP has provided the following information:

A comprehensive across government data collection was undertaken in early 2007 where Agencies provided their 2005-06 data covering the volume activity, their cost and the full time equivalents involved in the delivery of all corporate and business services.

This identified some 6,000 FTEs engaged in corporate and business services in agencies, of which approximately 2,300 FTEs are performing functions that are considered to be potentially 'in scope' for shared services reform.

Prior to transition of services to Shared Services SA a detailed pre-transition discovery process is undertaken with agencies to validate and/or update the mainly quantitative data collected in early 2007.

The pre-transition discovery process undertaken for Groups 1A and 1B on the three priority services of payroll, accounts payable and accounts receivable revealed a reduction of in-scope FTEs when compared to the 2005-06 data. This is mainly due to the provision of clearer definition of in-scope activities compared to the information sought from agencies during the 2007 data collection.
