NATIONAL DISABILITY AGREEMENT

In reply to Ms CHAPMAN (Bragg—Deputy Leader of the Opposition) (29 June 2009).

The Hon. J.M. RANKINE (Wright—Minister for Families and Communities, Minister for Northern Suburbs, Minister for Housing, Minister for Ageing, Minister for Disability): The growth factor for the National Disability Agreement is a rolling five year average of nominal Gross Domestic Product (GDP) year-on-year growth, to be applied each year as of 1 July 2010. At the time of signing the Agreement this was estimated to be approximately 6 per cent per annum.

I am advised, since this time, the figure has been revised downward. The Federal Budget papers of May 2009 estimate that the growth factor to be applied for 2010-11 will be 5 per cent, owing to lower than anticipated growth in nominal GDP.
