RANKINE (Wright—Minister for Families and Communities, Minister for Northern Suburbs, Minister for Housing, Minister for Ageing, Minister for Disability):</by>  The growth factor for the National Disability Agreement is a rolling five year average of nominal Gross Domestic Product (GDP) year-on-year growth, to be applied each year as of 1 July 2010. At the time of signing the Agreement this was estimated to be approximately 6 per cent per annum.</text>
        <text id="20090703a3ff1b50c01548d190000225">I am advised, since this time, the figure has been revised downward. The Federal Budget papers of May 2009 estimate that the growth factor to be applied for 2010-11 will be 5 per cent, owing to lower than anticipated growth in nominal GDP.</text>
