PRISON ACCOMMODATION

In reply to Mr GOLDSWORTHY (Kavel) (8 October 2010).

The Hon. A. KOUTSANTONIS (West Torrens—Minister for Industry and Trade, Minister for Correctional Services, Minister for Gambling): I am advised that a breakdown of the $32.267 million for additional prisoner accommodation is provided in the following table. Capital payments include not only the costs of the beds but a range of associated infrastructure works. Cash flows incurred for the cost of the beds and the associated infrastructure are shown in the year they were incurred. Consequently, costs in a given year do not always directly relate to the beds commissioned in that year.

Notes:

1. Funding for the beds commissioned in 2006-07 was provided out of the Department for Correctional Services budget line of 'Annual Programs' and was not specifically reported against the 'Prisons—Additional Accommodation major project' line.

2. Costs incurred in 2006-07 on this project were shown as part of 'Women's Prison—Additional Accommodation major project' in the Department of Treasury and Finance reporting and not part of the 'Prisons—Additional Accommodation' major project line.

The 12 beds provided at the Adelaide Women's Prison were not captured in the total number of beds reported by the Department of Treasury and Finance in the Capital Investment Statement against the 'Prisons—Additional Accommodation' major project line in the 2009-10 Budget.

3. Ten of the 20 beds at Mount Gambier Prison were provided using the Department for Correctional Services' annual program funds and were not captured in the total number of beds reported against the 'Prisons—Additional Accommodation' major project line in the 2009-10 Budget.

4. An initial provision for 36 beds at Mount Gambier Prison is included within the $32.267 million. A specific design for these beds, as well as the proposed 80 bed cell block at Mount Gambier Prison, is yet to be finalised and approved through the various Government processes. Therefore a date for commissioning of these beds is not currently available. Funds for this project are held in the Department of Treasury and Finance contingency budget and not shown against the Department for Correctional Services' project line at this stage; funds will be transferred to the Department for Correctional Services when the specific detailed proposal is approved by Cabinet.

5. The 2009-10 Capital Investment statement reported 446 beds as being provided. In addition to the 446 beds, there are the 12 beds at the Adelaide Women's Prison (refer to note 2), 10 beds at Mount Gambier Prison (refer to note 3), 14 beds at Port Augusta Prison in 2009-10 not included as part of the original 2009-10 budget, and 80 beds at Port Augusta Prison approved as part of the 2010-11 Budget.
