When did the minister become aware of the case identified in the Police Ombudsman's report of a police officer racially abusing an Aboriginal man and saying, amongst other things, 'I'd like to tie the hose around your neck, set you on fire, and drag you around the streets attached to our car with the lights and sirens on'?
