The Hon. S.G. WADE (14:54): A supplementary. Given that the minister says she gave oral advice to the board which included that she anticipated there would not be separate submissions, how did it come to be that TAFE had a process agreed in writing with the minister's office, to quote Mr Gunningham's email of 16 April, and yet the Ray Garrand comment contradicts that? What changed? What led the government to change its mind that TAFE could not longer provide a separate submission?
