It is a matter for TAFE SA. I do not know what its particular procedures are for each staff member: it is a matter for them. If the Hon. David Ridgway is genuine in wanting to know what process was undertaken for that particular appointment, or any appointment, he would need to ask TAFE SA: it is responsible for its own internal processes.
