The DEPUTY SPEAKER: I just remind members that we are doing a third reading of the bill; it is not a second reading. I have been pretty lenient so far, but I will make it very clear that it is the third reading of the bill, so your comments are supposed to relate to things which have come up through the committee stages, not as if you are starting the bill afresh.
