WEATHERILL (Cheltenham—Premier) (14:11): It has been made very clear that, when the board considered the matter after the minister had the opportunity to speak to them, they made a recommendation about this being good value, and in that respect the Full Supreme Court decided and made a specific finding that that had superseded the earlier decision.
