LUCAS (16:29): As a supplementary question arising out of the minister's answer, does the minister indicate that Mr Garrand therefore has responsibility over Mr Knight during this period leading up to the merger of the departments on 1 July, if that is the actual date? So, during this period, is Mr Garrand responsible for Mr Knight and others within the department?
