RANKINE (Wright—Minister for Education and Child Development) (14:43): I think the member for Adelaide is making the assumption that somehow we have a crystal ball and we can tell what the outcome is going to be in each individual case. Of course we can't and, of course, if a student is working on a case, it is going to be something that is deemed to be of a lower order of risk. That simply makes sense.
