Blackout Emergency Procedures

VINCENT (15:19): I have a couple of supplementary questions: first, if the Vulnerable Persons Register is the responsibility of the Minister for Disabilities in the other place, can it still cover people who may not have disabilities but may be susceptible for other reasons, such as age or health conditions?
