DISABILITY SERVICES, SELF-MANAGED FUNDING

BROKENSHIRE (15:11): By way of supplementary question, given the minister's answers, can the minister advise whether, if they are self-managed funding arrangements, they are partitioned into sections such as care, equipment, communications, and so on, and if this is the case how can he call it a self-managed fund?
