Is it the case that, when the opposition lodges a freedom of information application with the ministerial offices following a reshuffle, all electronic ministerial office records prior to the reshuffle will be deleted?

It is a matter for FOI officers that make the relevant inquiries. They are independent. They make their own judgements about what records they access and that is entirely a matter for them.
