        <inserted>1.&amp;#x9;Notes with concern that in May 2023 a bill was introduced into the House of Assembly and passed the third reading stage within 22 minutes without:</inserted>

        <item sublevel="2">
          <inserted>(a)&amp;#x9;public scrutiny of the bill;</inserted>
        </item>
      </text>
      <text id="2024101659268f0a99cc482c80001167">
        <item sublevel="2">
          <inserted>(b)&amp;#x9;consultation with relevant stakeholders; and</inserted>
        </item>
      </text>
      <text id="2024101659268f0a99cc482c80001168">
        <item sublevel="2">
          <inserted>(c)&amp;#x9;consideration for the impacts on human rights.</inserted>
        </item>
      </text>

        <inserted>2.&amp;#x9;Recognises that a human rights charter can:</inserted>
      </text>
      <text id="2024101659268f0a99cc482c80001170">
        <item sublevel="2">
          <inserted>(a)&amp;#x9;articulate a set of common values and principles that define and preserve our modern democracy;</inserted>
        </item>
      </text>
      <text id="2024101659268f0a99cc482c80001171">
        <item sublevel="2">
          <inserted>(b)&amp;#x9;address inequality and discrimination and lack of access to fundamental services;</inserted>
        </item>
      </text>
      <text id="2024101659268f0a99cc482c80001172">
        <item sublevel="2">
          <inserted>(c)&amp;#x9;clearly define the expectations we have of each other and our state institutions; and</inserted>
        </item>
      </text>
      <text id="2024101659268f0a99cc482c80001173">
        <item sublevel="2">
          <inserted>(d)&amp;#x9;improve the quality and effectiveness of government decision-making.</inserted>
        </item>
      </text>
      <text id="2024101659268f0a99cc482c80001174">
        <inserted>3.&amp;#x9;Acknowledges human rights legislation has been adopted in Queensland, Victoria and the ACT.</inserted>
      </text>
      <text id="2024101659268f0a99cc482c80001175">
        <inserted>4.&amp;#x9;Urges the government to begin consultation on how human rights legislation could be implemented in South Australia.</inserted>
