MAHER (Minister for Aboriginal Affairs, Attorney-General, Minister for Industrial Relations and Public Sector) (14:48):</by>  As I understand the question, the report that was provided to the government looked at a model where the age would be for under 14 a complete ban and then to under 16 only with parental consent. As I understand it, the member's question is: what would happen if the commonwealth came and said, 'Under 16, a complete ban'? Again, that would be for the commonwealth to legislate. I think that what we have put out as a model has clearly started a discussion, which can only be good for young people.</text>
