SCRIVEN:</by>  So the guidelines that were issued in general for those who did not want to seek the needs analysis assessment were based on the size of the saleyards in terms of categories or a size range of what would be considered appropriate. The independent assessor didn't directly refer to that aspect when looking at the individual needs analysis, so he was able to look at each—there were two assessors, in fact, and they were able to look at each of the saleyards who had put in their needs analysis and make recommendations from there.</text>
