            <inserted>A Supply Bill is necessary until the Budget has passed through the parliamentary stages and the Appropriation Bill 2024 receives assent.</inserted>

            <inserted>In the absence of special arrangements in the form of the Supply Acts, there would be no parliamentary authority for expenditure between the commencement of the new financial year and the date on which assent is given to the Appropriation Bill.</inserted>

            <inserted>This clause provides a definition of <term>agency</term>. An agency is a Minister, an administrative unit, or part of an administrative unit, of the Public Service of the State or any other instrumentality or agency of the Crown.</inserted>
