Whilst I don't want to assume the reasons why the President didn't allow the question, my understanding was that hypothetical questions are out of order. This similarly is a hypothetical question, I would have thought: 'Under what circumstances?' Until a decision is made, it would be inappropriate to say, 'Well, perhaps if this happens or that happens then I may or may not release the report.' Once I have the information and I am able to make a considered view, then I will be able to decide on the next steps.</text>
