          <by role="member" id="5412">The Hon. C.M. SCRIVEN:</by>  I am glad to hear that she has already looked at some of them, which is excellent. There were approximately 180 who did not apply for exceptional circumstances—presumably they had no exceptional circumstances to apply for—and then there were a number of others who claimed exceptional circumstances. When they were not upheld, some of them have gone to SACAT and not been upheld. Others to do with what is called the pro-rata policy are the ones we are referring to in this.</text>
