I am not an expert on code amendments and planning legislation and regulation, but as I understand it there is a process: people can consult and then decision-makers make decisions based on the consultation. It seems an entirely reasonable process, one which the Labor Party and the crossbench have often said the government should undertake: consultation and then listen—</text>
