          <by role="member" id="5412">The Hon. C.M. SCRIVEN:</by>  The minister's agency issued a housing improvement order on 17 February about a meth-contaminated home in Mannum. The landlord subsequently admitted in writing that 'the premises have ceased to be lawfully usable for residential purposes'. My question to the minister is: given the landlord confirmed that the property can't be used for residential purposes, why hasn't the minister used her power of rent control so that this older couple don't pay rent for a home that they can't live in?</text>
