            <by role="member" id="5412">The Hon. C.M. SCRIVEN (11:17):</by>  I rise on behalf of the opposition and indicate that I am the lead speaker in this place. Like a number of similar laws, this legislation has been developed nationally by the COAG Energy Council. As such, the opposition will be supporting it. We have spoken before about legislation that is designed in this way, with the involvement of COAG in such a direct way. It means that we are able to put aside some of our political differences and work for the greater good of the state and the nation.</text>
          <text id="202010157560b7dd574a4a8090000043">This bill amends three different laws: the National Electricity Law, the National Energy Retail Law and the National Gas Law. The member for West Torrens in the other place was able to ask a number of questions when in committee, which has addressed some of the things that needed clarification. In particular, this talks about the penalties and has increased the information-gathering powers of the Australian Energy Regulator. That is something the opposition thinks is quite overdue and welcomes. It is a positive reform. The opposition congratulates the COAG Energy Council and indicates that we will be supporting the passage of this bill in all stages.</text>
