WADE:</by>  As Mr Hunter highlighted in his review, approvals in relation to essential travellers under the direction—in this case direction No. 13 or edition No. 13 of the cross-border direction—is against specific criteria, and SA Health has, if you like, custody of three of those criteria. In relation to exemptions from the direction itself, it is broad, and therefore there is much greater latitude in relation to exemptions from the direction.</text>
