          <by role="member" id="5412">The Hon. C.M. SCRIVEN:</by>  On radio this morning, Professor Spurrier said there would be an external investigator. She said, 'we're looking forward to having an external person come in and just go through all of our processes'. My questions of the minister are: what happened between Professor Spurrier saying this morning there would be an inquiry from an external person and the Premier just hours later announcing his own department would conduct the investigation internally? Will the scope of the investigation include any other border exemption approvals that should not have been granted?</text>
