        <inserted>1.&amp;#x9;That the number of members who shall form a quorum of council members necessary to be present at all sittings of the Joint Committee on the Statutes Amendment (Animal Welfare Reforms) Bill be one member;</inserted>

        <inserted>2.&amp;#x9;That it be an instruction to the Joint Committee on the Statutes Amendment (Animal Welfare Reforms) Bill that during the period of any declaration of a major emergency made under section 23 of the Emergency Services Act 2004 or any declaration of a public health emergency made under section 87 of the South Australian Public Health Act 2011 members of the committee may participate in the proceedings by way of telephone or videoconference or other electronic means and shall be deemed to be presented and counted for purposes of a quorum, subject to such means of participation remaining effective and not disadvantaging any member; and</inserted>

          <by role="member" id="605">The Hon. R.I. LUCAS (Treasurer) (17:13):</by>  This is a motion moved by the Hon. Ms Franks. I and I think the opposition whip are unaware of its genesis yesterday, but evidently there had been discussions that went on with our colleagues, perhaps in another place. Whilst the Hon. Ms Franks is indisposed because of illness or injury at the moment, I am comfortable and I think the Hon. Mr Hunter, on behalf of the opposition, may well be in the same position to support the motion to allow the work of the committee to continue in a potentially COVID-impacted environment. I am advised through, I think, the minister in another place, but the minister who is handling the bill in our chamber, minister Lensink, that we are prepared to support the motion.</text>
