          <by role="member" id="2742">The Hon. J.M.A. LENSINK (Minister for Human Services) (16:25):</by>  I continue to advocate at a national level in terms of utilisation rates. I think when we came to office the rate was well below 60 per cent. We know, and I have spoken about this in this chamber before, that as participants become used to the scheme the utilisation rates generally go up. When we have a smaller market, those rates can also be below, but I am pleased that South Australia is much closer to the national rate than it has been previously.</text>
