          <by role="member" id="605">The Hon. R.I. LUCAS (Treasurer) (15:01):</by>  The state government won't commit—I can't commit and won't commit—at this stage to a hypothetical position. I hope the circumstances the honourable member outlines transpire, that is, that there is a large number of applications. However, I would hope that local government would be efficient enough and productive enough to process those within their own resources. Certainly, my suggestion to them would be: if they don't have sufficient resources, I can think of a large number of things they do where they might be able to reduce their expenditure and reprioritise their expenditure into this important area.</text>
