          <by role="member" id="3164">The Hon. S.G. WADE (Minister for Health and Wellbeing) (14:43):</by>  The Premier is referring to the government's four-pronged approach. One element is to slow the spread so that we can better respond to the inevitable onset of COVID-19. The second element is to optimise health resources, both public and private sector. We need to be acting as a comprehensive and coordinated health service network.</text>
        <text id="20200325350bef159e694e3980000126">The third element is in relation to public confidence. It is very important, in the context of a public health emergency, that the community gets clear information and can have confidence in it. That is why we are so concerned about the scaremongering of Labor. Fourthly, the government's plan is to ensure that we minimise the negative impact on jobs through an economic stimulus strategy.</text>
