LUCAS (Treasurer) (14:51):</by>  I don't have any legal advice, but it may well be that SAFECOM or Treasury officers may well have had legal advice in relation to the particular issues that were the subject of the concern back in December, but, as I said, as of the last few days of December, those particular words were proposed to be changed in the final communiqué.</text>
