If you were turning up at the hospital on one of the days where the hospital was at 100 per cent capacity or more, and you were in the ambulance in the emergency department, I would suggest to you that you had no chance of getting a bed. If there are no beds before you even arrive at the emergency department, you have absolutely Buckley's chance of getting one. It is beyond belief that the opposition cannot understand that a full hospital does not work.</text>
