FRANKS (14:52):</by>  A supplementary: how can the community have faith that the minister responsible for these targets can't tell this council very simple numbers of 4 per cent and 2 per cent and what they apply to? How can we take you seriously when you set those goals and you come to this place with no understanding of your own goals that you have set? No wonder you need crossbenchers and the opposition to actually tell you who the minister responsible is.</text>
