          <by role="member" id="2742">The Hon. J.M.A. LENSINK (Minister for Human Services) (14:59):</by>  Mr President, the Labor Party doesn't understand how these things work. It is a demand-driven program. If the demand for NDIS services was to increase in the next budget by $5 billion then that would be how much would be expended on the program. I think, indeed, one of the Labor Party spokespeople, Ms Linda Burney, has recently reiterated the comments that the Coalition has said, that it is a demand-driven program and therefore has really conceded the fact that Labor has misrepresented this matter as a cut.</text>
