          <inserted>1.&amp;#x9;Surplus funds have previously been budgeted to return as either dividends or returns of equity. Previous dividends/returns from MAC have been paid to the Highways Fund with the intention that they be put toward road safety initiatives, pursuant to section 25(5)(d) and in accordance with section 26(2) of the <term>Motor Accident Commission Act 1992</term> (MAC Act).</inserted>
