WADE (Minister for Health and Wellbeing) (14:51):</by>  As I indicated, the syphilis outbreak has been with us in South Australia for about 18 months, is my understanding, so of course we were aware of the range of public health challenges South Australia faces. We have to manage all of our services in a sustainable way year after year.</text>
