HANSON (15:07):</by>  A supplementary in relation to that answer: I am not certain whether the minister is aware, but the minister, where the estimated cost to the public sector initiative exceeds the authority of what is essentially clause 17.11.1 it immediately goes to clause 17.11.2. It is not a matter of whether a senior officer can sign but whether the minister did. Can he please answer whether he did, not a senior officer?</text>
