Can the minister inform the chamber as to what way that is independent?</text>

WADE (Minister for Health and Wellbeing) (14:24):</by>  The council can make its own judgement as to whether they would use the word; I certainly would. The fact of the matter is that the officer who undertook the review is a senior officer in the department, not in the networks. Let's be clear: there is legislation before this parliament that is going to strengthen even more the independence of the networks from the department. I can assure you that people in the networks see the department as somewhat removed.</text>
