As I advised the house I think several times during the debate, this was originally a Labor commitment in the election campaign, which I was horrified to discover was not actually in the forward estimates, as was led to be believed from the reporting of this. I have been diligently working towards including it as a budget bid, and that will be revealed in the fullness of time on 4 September.</text>
