          <by role="member" id="4866">The PRESIDENT (15:28):</by>  During question time I have reflected on the notice the Leader of the Opposition gave in relation to a matter of privilege. The Leader of the Opposition gave notice that he would move on the next Wednesday of sitting that a committee of privilege be established to inquire into and report on the matter. Questions of privilege should be urgent in the point of time and receive precedence. As such, the question should be resolved at the earliest possible occasion. The notice given today for the referral of the matter to a committee of privilege should be for the next day of sitting and the item should receive priority over other business. The progress of the motion will be a matter for the council. Therefore, the matter will have priority on the <term>Notice Paper</term> tomorrow.</text>
