A Supply Bill is necessary until the Budget has passed through the parliamentary stages and the Appropriation Bill 2018 receives assent. In the absence of special arrangements in the form of the Supply Acts, there would be no parliamentary authority for expenditure between the commencement of the new financial year and the date on which assent is given to the main Appropriation Bill. The amount being sought under this Bill is $6 631 million. This amount is based on the actual appropriations that were required for the first five months of the 2017-18 financial year plus an additional amount of $200 million due to the change in the frequency of the past service superannuation liability payment from a single annual lump sum to monthly instalments. Clause 1 is formal. Clause 2 provides relevant definitions. Clause 3 provides for the appropriation of up to $6 631 million. Debate adjourned on motion of Hon. J.E. Hanson.
