MALINAUSKAS (Minister for Police, Minister for Correctional Services, Minister for Emergency Services, Minister for Road Safety) (14:42):</by>  Normally, a licensed firearms holder owns a firearm, and they would be a risk in any event, even outside of a firing range. What this talks to is the capacity for someone who walks into a firing range off the street without a firearms licence and who could then present a risk to themselves.</text>
