LUCAS (14:50):</by>  I would certainly agree with that but given the government announced a 10-year Manufacturing Works program, and it stops funding just over halfway through, this is not actually some new program; this is an announced 10-year program which for some reason is defunded in 2018-19 onwards.</text>
