FRANKS (15:18):</by>  Supplementary: does the minister agree with the words of Richard Denniss of The Australia Institute that, rather than a lifeline for Arrium Steel, this offer from Adani is a cruel hoax? Indeed, describing a one-off order of 56,000 tonnes of railway line as a 'lifeline' for Arrium Steel, when it has a capacity of some 2.5 million tonnes of steel per year, is less than 1 per cent of the capacity of the steelworks, and rather than a lifeline is it indeed a piece of dental floss?</text>
