Whenever programs are being designed and areas are being taken into account, there are always areas that will and will not be included. The Northern Economic Plan, the development of the plan, was an initiative between the state government and the councils of Port Adelaide Enfield, Playford and Salisbury. Of course, as demonstrated with this particular program, we recognise that it is not just those council areas but places like Gawler that are going to be affected.</text>
