          <by role="member" id="3130">The Hon. M.C. PARNELL:</by>  I refer the minister to the annual report of the Ombudsman, which was tabled less than an hour ago. I note on page 12 of the report that the Ombudsman says:</text>

          <inserted>…in my view, the jurisdiction needs an independent FOI champion who can not only conduct reviews, but also provide training and monitor agencies' compliance with information disclosure. I address this issue in my audit which I have referred to above.</inserted>

My question of the minister is: what steps is the government taking to give effect to this recommendation and other recommendations by the Ombudsman for freedom of information law reform?</text>

But I would like to say that the situation would be alleviated significantly if the process of FOIs was not abused by some persons. We have seen the number of applications rise in an exponential way and we see that many of them are just purely fishing expeditions. It is obvious that it is just a way of going fishing.
