Can the minister advise why the government is yet to sign a project agreement for South Australia to access the Australian government's $25 million Murray-Darling Basin Economic Diversification Program, and why has it taken more than a year to negotiate a project agreement for South Australia to access this funding, particularly when all other states are already delivering their allocation on agreed projects?</text>
