I think his question is getting to the question of whether water is being used purely for stock and domestic situations or whether it is also being used for commercial agriculture.</text>
        <text id="20140807797d77020a634c2fb0000144">It goes to the question, of course, whether stock and domestic dams are metered, if they are over five megalitres in volume. Of course, we do that because we need to know how much water is being taken out of the resource. If water is being used purely for stock and domestic purposes, there is no requirement to pay a fee.</text>
