It would largely depend on the issue around enforcement, and negotiations are taking place there. It would depend on, I think, the Animal Welfare League.</text>

There have been discussions looking at which bodies might look at assisting with enforcement, and it would depend on the sorts of costs they might want to pass on. That work has not been completed yet, and we are in consultation with the industry. The industry will be involved with us each step of the way in developing up this new accreditation system, and obviously we are making sure that it is in line with industry and consumer needs.</text>
